Is getting rear ended by a car doing 60+mph while youre at a stand still much different than you going 2mph?

When you only have a split second to react. Does hitting the gas make any difference? I could see if you're going more than like 10mph it could lessen the impact. If you manage to react fast enough in that split second to get your foot on the gas, does it help your situation at all? Seems to me going 2mph isn't much different when getting plowed into at 60+ at a stand still.
