Has Pakistan effectively split into 2 nations like Libiya and could this be a good thing?

Northern Pakistan is effectively Baluchistan- Northern pakistan is a de facto independent state as the rule of law does not extend to that region from Islamabad. They have a different culture, language and ethnicity. They do not identify themselves as Pakistanis and either as Afghans or independent. Pakistan government cannot even build a cinema there without getting blow up. It is clear that Pakistan is a split nation with the north closer to Afghanistan. If pakistan grants independent to the north could this stabilise pakistan and stop the civil war and the Pakistan's limited resources could be focused on a smaller land m thus be more effective with a more geneous population.
